Estimator & Project Manager

Our client, a reputable contracting company based in Kenora, Ontario, specializing in road building, sewer and water infrastructure, and heavy civil construction, is seeking a dedicated Estimator/Project Manager to join their dynamic team. With a commitment to excellence, safety, and innovation, they are seeking a detail-oriented and analytical professional to support the successful delivery of multiple ongoing projects from tender stage through completion.

This role plays a critical part in both pre-construction estimating and project execution, ensuring accurate, competitive, and compliant cost estimates while effectively managing projects in the field. The Estimator/Project Manager will be responsible for cost control, risk assessment, and continuous improvement across the estimating and project management functions.

What You'll Do:

Estimating & Pre-Construction

  • Prepare detailed and accurate cost estimates for heavy civil construction projects including road building, earthworks, sewer, watermain, and related infrastructure;

  • Review tender documents, drawings, and specifications to determine project requirements, risks, and constructability considerations;

  • Solicit, evaluate, and analyze subcontractor and supplier quotations to ensure scope coverage, pricing accuracy, and competitiveness;

  • Develop bid proposals, pricing summaries, and supporting documentation for submission;

  • Participate in bid strategy meetings, including risk identification, value engineering opportunities, and pricing strategies;

  • Maintain and update estimating databases, unit rates, historical cost data, and productivity benchmarks;

  • Assist with post-bid reviews, estimate-to-actual comparisons, and lessons learned to improve future estimates.

Project Management & Construction Execution

  • Provide broad support to the project team, including coordinating, overseeing, and documenting daily operations for multiple projects;

  • Oversee all phases of project implementation including:

    • Project estimating and budgeting;

    • Project planning and scheduling;

    • Construction management and field coordination;

    • Contract administration and change management;

  • Transition successful bids into active projects, including budget setup, scope review, and handover to site teams;

  • Monitor project stages to ensure compliance with provincial regulations, laws, specifications, insurance requirements, and company policies;

  • Manage project performance by tracking work-in-progress, cost control, change orders, safety, risk, QA/QC, and schedules;

  • Identify and manage scope changes, prepare pricing for extras and change orders, and negotiate where required;

  • Complete invoicing, progress billing, cost forecasting, and financial reporting;

  • Prepare clear and professional communication documents for clients, consultants, inspectors, and other project stakeholders;

  • Produce and maintain as-built drawings for civil infrastructure projects using AutoCAD Civil 3D;

  • Support continuous improvement initiatives related to estimating accuracy, project controls, and operational efficiency;

  • Other duties and responsibilities as assigned.

What We're Looking For:

  • 3+ years of experience with heavy civil construction estimating, contracting, budgets, scheduling, and QA/QC

  • Post-secondary education in Construction Management, Engineering-in-Training (EIT), or a Construction Engineering degree (P.Eng., C.E.T.) would be an asset;

  • Innovative, analytical, and critical decision-making skills with a strong ability to problem solve while adapting to changing priorities;

  • Ability to manage multiple bids and projects simultaneously in a fast-paced environment.

  • Superior organizational skills and follow-up to successfully take ownership and manage heavy workloads in a challenging work environment;

  • Strong attention to detail with a high level of accuracy and efficiency;

  • Must be able and willing to travel to multiple job sites across Northwestern Ontario

  • Ability to prioritize workloads, understanding the seasonality and occasional times when longer hours are needed to meet project deadlines;

  • Knowledge of AutoCAD and Civil 3D software considered an asset;

  • Experience working on project construction site(s) and in an office setting;

  • Strong communication skills (written and verbal);

  • Proficiency in Microsoft Office, specifically Microsoft Excel;

  • Must have a valid G driver’s license;

  • The ability to pass a Criminal Record Check.
